Vehicular emissions remain a major contributor to air pollution in Delhi-NCR, exacerbating PM2.5, Nitrogen Oxides (NOx), Carbon Monoxide (CO), and Volatile Organic Compounds (VOC) emissions.
In recent years, exposure to this toxic air and VOC emissions has resulted in a public health crisis and contributed significantly to death rates, lost productivity, and migration from the city.
In view of the urgent need to develop strategies to abate air pollution from vehicular emissions in Delhi-NCR, the Commission for Air Quality Management in NCR and Adjoining Areas (CAQM) has constituted an Expert Committee.
The Commission for Air Quality Management (CAQM) enforces region-wide strategies, including regulating industrial emissions, promoting cleaner fuels, and mitigating dust pollution.
The 15-member expert committee brings together leading academics, health specialists, automotive research institutions, and other experts to recommend a robust, multi-pronged roadmap to reduce emissions in the automotive sector.

The Committee shall:
- Review policies, programmes, and regulatory frameworks related to clean mobility, including Bharat Stage (BS) norms, electric mobility initiatives, and fuel-efficiency standards across Delhi-NCR.
- Assess segment-wise contributions of vehicular emissions and associated exposure risks, and recommend regulatory measures to reduce emissions.
- Examine technological readiness, infrastructural requirements, cost implications and incentive plans for an accelerated Electric Vehicle (EV) transition across vehicle segments.
- Recommend additional measures, as deemed necessary, for abatement towards air pollution caused by vehicular transport.
The Expert Committee will submit its recommendations within two months. The Committee may also consult the stakeholders and furnish interim recommendations. The Expert Committee can also co-opt additional experts or institutions as deemed necessary.
The Committee’s first meeting will take place on 15th December. The constitution of this Expert Committee will advance evidence-based policy action to mitigate air pollution in Delhi and safeguard public health.
